The Third Session of UCASS Forum on Protection of Juveniles Online was held by the Internet Research Center on Rule of Law on November 26, 2019. Under the theme of Legislation on the Cyberspace Section of the Law of the People’s Republic of China on Protection of Minors, the forum was divided into two modules to deliberate the section on cyberspace measures in the draft amendment, with contributions to specific articles from the business community, academia, courts and procuratorates. Officials from the legislature, the Cyberspace Administration of China (CAC) and Chinese Communist Youth League (CCYL) were present to solicit feedback and comments.

Module One was structured around Proposition of Legislative Proposals. As the chair of the discussions, Prof. Lin Wei, the Vice President of UCASS and Director of the Internet Research Center on Rule of Law, pointed out the high-profile nature of the cyberspace section. Given the keen interest in this latest addition to the Law on Protection of Minors from various communities, multiple seminars have been convened by the relevant administrative bodies. But different from previous sessions where most of the voices made were from the academia, this seminar is designed to also hear from the industry and hopefully lead to concrete proposals on both specific provisions and the legislative framework.

Module Two was rolled out under the theme of Deliberation on Legislative Proposals. Chaired by Prof. Liu Xiaochun, the ExecutiveDirector ofthe Internet Research Center on Rule of Law, the module had comments and presentations from the scholars of the following organizations:

In conclusion, Prof. Liu Xiaochun acknowledged the valuable inputs of all participants with various perspectives. They will contribute substantially to both efforts on legislative improvement and theoretical research. She also indicated UCASS further plans for more intensive and extensive academic exchanges on specific issues under its Forum Series on Protection of Juveniles Online, where experts of all walks of life are welcomed to partake to add to the momentum on cyberspace protection of younger generations in China and beyond.
